This is a notice of intent to award a sole source contract for a Land Mobile Radio Field Service Technician at Aviano Air Base, Italy. The contractor will provide assistance in the management and maintenance of the Enterprise Land Mobile Radio (ELMR) system and training for end users. The technician must be a Motorola ELMR system management expert with specific experience in Project 25 technology, AES key management, OTAR, OTAP, and radio programming. The technician must be a US citizen with a secret security clearance and CompTIA Security or Network certification. The contract is for non-personnel services. The place of performance is Aviano Air Base, Italy, and applicable geographically separated units (GSUs). The contractor is responsible for all personnel, equipment, supplies, and services not provided by the government. The contractor must ensure personnel have appropriate visas and SOFA identification for Italy. Travel to GSUs is authorized. Access to Aviano AB requires advance notification and documentation.
The contractor shall provide an individual qualified in all aspects of ELMR system management. Personnel hired by the contractor must be fully qualified at the current system release to manage, operate, and maintain the ELMR system and train end users on the land mobile radio LMR system. The contractor shall ensure that if/when the ELMR system is upgraded, the FST will be trained on the upgraded system release. The FST will be a Motorola Astro 25 LMR subject matter expert (SME) to assist in supporting the Aviano AB LMR network. The LMR FST will be factory authorized with all appropriate factory training completion certificates. The FST will have a Bachelors degree or an Associates degree and four years of specialized experience or a high school diploma and eight years of specialized experience in the telecommunications/LMR maintenance field with specific experience in field support of the following systems or technologies: Astro technology, Project 25 technology, AES key management, Over-the-Air Rekeying (OTAR) and Over-the-Air Programming (OTAP), Radio Management Suite, Customer Programming Software (CPS) extensive knowledge in code plug creation and troubleshooting, **** dispatch consoles, or equivalent modern model, conventional channel gateways, Project 25 subscriber radios, computer skills in all applicable databases and projects, US citizen with a secret security clearance, CompTIA Security or Network certification.
The contractor shall notify the government at least 45 days in advance of an on-site visit to Aviano AB. The contractor shall submit all necessary documentation and requested information within two business days of request or risk not being granted access to Aviano AB for the dates requested. In the event contractor personnel cannot access Aviano AB, the contractor shall bear all responsibilities for additional travel costs and account for the project delays accordingly.
The government reserves the right to remove from the job site any employee who endangers persons or property, whose performance is inconsistent with the interests of military security, or whose presence deters the accomplishment of work. Any contractor personnel suspended from duty for alcohol and/or drug use will be prohibited to perform under this or any other contract with the United States government.
