The South Amboy Redevelopment Agency (SARA) is seeking qualifications for the provision of professional services as an Auditor/Financial Advisor for redevelopment activities from July 1, 2026, through June 30, 2027. Responses must be received by 1:00 PM prevailing time on Wednesday, May 28, 2025. Minimum qualification criteria include being a Certified Public Accountant in New Jersey for at least 10 years, evidence of professional liability insurance, direct representation of governmental entities in redevelopment for at least 10 years, experience in capital project requests and debt instruments, budgeting process and audit preparation, knowledge of South Amboy and its projects, and ability to accommodate meetings. Responses must include full name, business address, list of licensed professionals, confirmation of authority to do business in New Jersey, and a list of public entities served. The bid notice states that qualification statements must be received by the South Amboy Redevelopment Agency no later than 1:00 PM prevailing time on Thursday, May 28, 2026. Qualification statements received after this time will be returned unopened.
The bid notice states that respondents shall specifically acknowledge agreement to provide services on an hourly payment basis. Respondents shall be reimbursed for out-of-pocket expenses that shall include, but not be limited to, faxes and conference calls, payment of filing, application fees, review fees and similar charges, outside printing, reproduction, binding, collating, graphic services, messenger service and overnight mail. Charges incurred under printing and messenger services must be pre-approved by the Redevelopment Agency. The respondent shall send monthly invoices to the Redevelopment Agency detailing the services performed. The Redevelopment Agency shall require that upon performing services totaling 70 percent of the encumbered amount, the respondent shall provide an estimate of additional funds that may be necessary to conclude the matter. Additional funds must be approved by resolution of the Redevelopment Agency Council. The respondent shall include an acknowledgement that the funds used to pay the respondent shall be from escrows established in connection with each project and that neither the Redevelopment Agency nor the City of South Amboy shall be responsible for any payment to the respondent if sufficient escrow funds do not exist.
The bid notice states that the Redevelopment Agency will consider qualification statements only from firms, individuals, or organizations that, in the Redevelopment Agency's judgment, have demonstrated the capability and willingness to provide high-quality services to the taxpayers of the Redevelopment Agency in the manner described in this RFQ. The Redevelopment Agency will consider all relevant factors, including, but not limited to: experience similar to the services requested in the RFQ, persons who will provide the services, subject experts in redevelopment and working on redevelopment projects, other factors determined to be in the best interest of the Redevelopment Agency, and knowledge of the City of South Amboy.
The minimum threshold criteria that will be utilized for the evaluation for the responses shall be as follows: a Certified Public Accountant in the State of New Jersey for a minimum of ten 10 years; evidence of professional liability insurance; direct representation of governmental entities in the field of redevelopment, with a particular emphasis on redevelopment authorities, for a minimum of ten 10 years; experience in providing advice and recommendations in the review of capital project requests and trimming and issuing of debt instruments by public bodies; experience in the budgeting process and preparation of audits and annual financial statements for public entities for a minimum of then 10 years; knowledge of the City of South Amboy, the agency and its redevelopment projects; ability to accommodate any required meetings of the agency; compensation proposal; and any other factors demonstrated to be in the best interest of the agency.
