Bids are sought for resurfacing tennis and pickleball courts at Plaza Park. This is a public works project subject to prevailing wages and DIR registration. Mandatory pre-bid meetings are scheduled for July 21 and 22, 2026. Bid submittal deadline is August 6, 2026, at 2:00 PM. The project involves court preparation, expansion joint repair, resurfacing with an acrylic system, and court striping. Contractors must hold a valid C-32 license. Performance and payment bonds are required. The estimated project value is $162,500. Work must be completed within 30 calendar days of the notice to proceed.
The entire project must be completed within thirty (30) calendar days from the effective date of the notice to proceed.
Certified payrolls shall be submitted with each billing for extra work. Payment for extra work will be determined by unit prices, estimate and acceptance in a lump sum, fixed fee, or force account.
Contractor shall provide a one-year maintenance bond in the amount of 50% of the contract amount.
Award shall be made to the lowest bidder whose bid is deemed both responsive and responsible and meets the criteria and specifications set forth in this RFB.
Bidder must be duly licensed in accordance with chapter 9, division iii of the state of California Business and Professions Code and holds a valid class C-32 Parking and Highway Improvement license.
Bidder shall pay the city liquidated damages in the amount of **** per day for each calendar day the project is delayed beyond the time of completion date.
Mandatory pre-bid meetings will be held at the jobsite: Plaza Park Tennis and Pickleball Courts, 700 S. Plaza Drive, Visalia, CA, on Tuesday, July 21, 2026, at 8:00 AM, and Wednesday, July 22, 2026, at 8:00 AM.
Any actual bidder who is aggrieved in connection with this RFB or award of a contract hereunder may protest to the City of Visalia Purchasing Division in writing within five (5) working days after such aggrieved bidder knows, should have reasonably known, or could reasonably be expected to know of the facts giving rise thereto.
Failure to enter into a contract in the time and manner prescribed will result in forfeiture of the bid guarantee. Bids received after the bid deadline will be rejected.
The budget estimate for this project is approximately $162,500.
