Alexander City Housing Authority (ACHA) is seeking proposals from qualified, bonded, and licensed contractors to repair fire damage at **** A J Street. Proposals are due by Wednesday, May 27, 2026, at 2:00 PM CST. A site visit is required. The award will be based on best value, not solely on the lowest bid, considering organizational capacity, experience, understanding of scope, and pricing. Contractors must be licensed and insured. Late proposals may not be accepted. ACHA reserves the right to reject any or all proposals.
Proposals must be submitted no later than Wednesday, May 27, 2026, at 2:00 PM CST.
The services provided under the contract shall conform to all information contained within the RFP documents as well as applicable industry published technical specifications. The liability of the successful proposer to the ha except as to title arising out of the furnishing of the services or of its use under the terms of the contract shall not exceed the correcting of the defects in the services as provided under the contract, and upon expiration of the warranty period all such liability shall terminate except under the warranty for merchantability and the warranty of fitness for a particular purpose.
The award will be based on an assessment of the greatest benefit to the ACHA, not necessarily based on lowest cost. Evaluation criteria include staffing and qualifications (35 points), relevant experience and past performance (25 points), understanding of the required scope of service (30 points), and proposal pricing and fees (20 points).
Contractors must be qualified, bonded, and licensed, with a documented record of accomplishments providing the required services. They must also demonstrate their capacity and readiness to perform the scope of services immediately upon contract execution.
A site visit is required.
Protests must be filed in writing to the Contracting Officer within 10 days after the deadline for receiving proposals, receipt of notification of evaluation results or award, or when the protestant knew or should have known the facts.
Respondents may be disqualified for failure to comply with RFP specifications, improper contact with ACHA staff, or if their firm or principals are on the HUD debarment and suspension list.
