The City of Thornton seeks proposals for on-call general civil construction and pipeline maintenance services under a five-year general service agreement, terminating December 31, 2031. Proposals must be submitted by October 14, 2026. Evaluation prioritizes responsiveness, responsibility, and experience over price. Firms must have completed at least fifteen similar projects in the Colorado Front Range Corridor within the last three years. Emergency response must be available 24/7, with onsite arrival within 24 hours of notification.
Proposals will be received until 5:00 p. m. , local time, October 14, 2026, in the contract administration office.
Compensation shall be due and payable thirty calendar days after date of receipt by Thornton of a complete and correct application for payment or invoice.
Proposals shall be evaluated on the basis of the evaluation criteria noted herein. The firm selected will be chosen on the basis of the apparent greatest benefit to Thornton, and not necessarily on the basis of lowest price.
To be minimally qualified for consideration for award, proposing firms must be registered with the Colorado department of state in the area of expertise trade they are intending on contracting for, licensed at the mastercraftsman level, bondable, insured and must maintain an excellent safety rating.
An optional preproposal conference to discuss the project will be held at 2:00 pm, September 30, 2026, via teams teleconference.
The deadline for submission of questions is ten calendar days prior to the date set for submission of proposals.
Proposing firms that do not acknowledge all addenda may be considered nonresponsive.
