Orders received by 2 PM EST will be delivered the next business day. Emergency orders must be delivered within four hours.

The county's standard payment terms are net 30 days. Prompt payment discounts may be offered.

The award will be based on a comprehensive evaluation including mandatory requirements, written proposal evaluation, interview, and site visit. Price is also a factor.

Offerors must be certified local small businesses registered with the LSBRP, capable of providing a full-line catalog, have an online ordering system, a dedicated account manager, and a distribution network for countywide delivery.

Failure to comply with conditions may result in refusal to accept goods. Failure to provide reports may result in a cure process.

An optional pre-submission conference will be held on July 8, 2026. A site visit evaluation is part of the award criteria for the top three ranked offerors.

Protests must be delivered to the Director, Office of Procurement, within ten days after the proposed contract award is publicly posted, or before the proposal submission due date and time if seeking cancellation or amendment.

Proposals submitted after the due date and time will not be considered. Failure to meet LSBRP requirements or submit required documentation may result in rejection. Failure to complete wage requirement forms may lead to rejection.

Payment for services will be upon presentation of an acceptable invoice. The government will disallow expenditures for international air and on foreign flag air carriers unless the appropriate certificate or waiver is attached to invoices. Value Added Tax (VAT) will not be reimbursed.

Respondents should provide company name, point of contact, phone number, address, UEI number, CAGE code, interest in participation (prime, teaming, subcontractor), SBA certifications (SDVOSB, HUBZone, 8(a), WOSB), statement of capabilities applicable to the requirement (particularly DDTC and ITAR certification), and experience with shipments to high-risk areas.

Payment is based on commodity rates per a Schedule of Rates (SOR). Reconciliation and validation of services rendered will occur within seven days of mission completion, followed by invoice submission for payment. Appendix A outlines payment, ordering, and invoicing instructions.

Contractors must possess a valid and current business license and a work permit issued by the applicable port authority. Personnel must have a Transportation Worker Identification Credential (TWIC) or host nation equivalent. Personnel screening for criminal activity, terrorism, and affiliations detrimental to U. S. interests is mandatory.

The contractor is responsible for all costs associated with cleanup and property damage resulting from spills caused by contractor negligence or equipment. Failure to comply with reporting requirements may result in the contractor being responsible for costs associated with any resulting excess handling or additional transportation expenses.

The contractor shall not employ any person associated with or convicted of criminal activity, terrorism, or threat-related activity. Individuals prohibited from access by port or military authorities or excluded from U. S. government contracts are not permitted access. Employment of any contractor employee prejudicial to U. S. interests or endangering security can lead to removal.
