Sealed proposals are due July 11, 2025, at 10:00 AM EST. Bidders may withdraw bids in writing prior to the opening time. No telephonic bids, amendments, or withdrawals will be accepted. Proposals received prior to the opening time will be kept unopened. Any deviations from specifications must be noted in writing and attached to the proposal. The proposal must include a cover letter, company profile, organizational support and key personnel, relevant experience, references, professional general liability insurance, and a conflicts of interest statement. No oral interpretations of plans, specifications, or contract documents will be made. Requests for interpretations must be submitted in writing to ***@***. *. * at least seven days prior to the bid opening. Award criteria include technical experience, understanding of the scope of services, references, past performance, ability to meet deadlines, price schedule, and knowledge of the town. The contractor is responsible for his work and materials, and agrees to indemnify the town against liability. Additional documents (Appendix A and B) are required. Appendix A is an anti-kickback acknowledgment. Appendix B contains general terms and conditions of purchase. Amendments to the general terms and conditions may be made by the town's finance director and will be available for public inspection. All purchase orders, contracts, solicitations, delivery orders, and service requests are subject to Rhode Island General Laws **** and the town's purchasing rules and regulations. The entire agreement is contained in the town's purchase order or contract. No alterations or variations of the contract terms are valid unless submitted in writing and accepted by the town's finance director. Delivery must be made as ordered and projects completed in accordance with the proposal. Foreign corporations must have a certificate of authority from the Secretary of State. All pricing is firm and fixed unless otherwise stated. Bidders warrant that they have not engaged in collusion or paid contingent fees or gratuities. Awards will be made to the lowest responsive price offer. The town reserves the right to investigate the bidder's qualifications and facilities. Bids submitted in pencil or without an original ink signature will not be accepted. The town is exempt from excise, transportation, and sales taxes. Bid surety may be required. The town reserves the right to suspend or terminate the contract for cause or without cause. The contractor agrees to indemnify the town for any liability arising from negligence. The contractor is responsible for all permits, licenses, and fees.
