The bid notice states that the Town of Hartford is seeking qualified individuals or firms to assist with the HVAC system replacement project.

The bid deadline for submission is May 28th, 2026, at 11:00 AM. Proposals received after May 21st, 2026, shall not be accepted.

The manufacturer's standard warranty is to be furnished with the new vehicle. Extended warranty options should be listed after the final price, with the current warranty included in the bid.

The following criteria will be used to evaluate proposals: product availability for purchase and delivery (50%), vendor performance record (20%), product proposed met or exceeded specifications (10%), total cost (5%), clarity of the proposal submitted (5%), description of vendor product and guarantees (5%), and customer satisfaction reviews on quality of vehicle (5%).

The bid notice states that all proposals must be received no later than 12:00 noon, May 29, 2026. The time frame of work to be done is from June 10, 2026, to October 31, 2026.

The town reserves the right to award the bid deemed to be in the best interest of the town. The following criteria, as a minimum, will be used to evaluate qualifications: attendance of a site tour (10%), total maximum fee (25%), licenses and certifications to perform the work (10%), description of qualifying experience to perform work (15%), list and contact information for a minimum of 3 references (10%), and equipment required to perform the work (15%).

The contractor shall list prior experience and be required to provide three 3 references demonstrating successful completion of similar work. The contractor is required to demonstrate that they consistently perform work using the highest quality of workmanship. The contractor is required to demonstrate that they own or has access to the equipment required to perform the work.

A scheduled site tour will begin at the Christian Street Cemetery at 9:00 a. m. on May 15, 2026. Estimated duration of the site tour is 1 hour.

The sealed bid due date is June 3rd, 2026, at 12:00 noon. Proposals received after this time will not be accepted or reviewed.

The town will award the proposal deemed in the best interest of the town, based on an evaluation matrix that includes demonstrated understanding of commercial HVAC systems (35 points), experience and qualifications of the project team (35 points), and overall cost (30 points).

The contractor must provide evidence of Workers Compensation and Employers Liability insurance coverage, and General Liability coverage of no less than $1,000,000. The contractor must also demonstrate experience and qualifications of the project team.

A required site visit is scheduled for May 13th, 2026, at 10:00 am.

The deadline for questions related to the project scope is May 15th, 2026, by 12:00 noon.
