Payment will be made following the owner's policy and procedures. The contractor will replace without charge for materials, labor, or transportation any and all parts found defective within one year from the date of final acceptance. For equipment breakdowns within the first thirty days after delivery, it shall be replaced with new equipment. During the warranty period, the contractor will provide field service within a twenty-four hour period and loaner equipment if repairs cannot be made within that timeframe.
The award of this RFP will be based upon a comprehensive review of all proposals to determine which vendors best meet the needs of Essex County College for charter bus and athletic travel services. Evaluation will consider vehicle quality, safety, and amenities; driver qualifications and professionalism; service reliability and trip execution; cost competitiveness and transparency; relevant experience; fleet capacity and operational capability; vendor reputation and references; managerial support and communication; and value-added services.
Respondents should submit sufficient information to enable the evaluation committee to fully ascertain each respondent's capability to perform the requirements contemplated by this solicitation. Vendors must also complete a contractor questionnaire certification form and return it with the proposal, along with any supporting documents. Proof of business registration is mandatory.
The contract may be canceled or terminated by the contracting public agency, and all money due or to become due hereunder may be forfeited, for any violation of the anti-discrimination provisions of the contract. A penalty of **** may be deducted for each person for each calendar day during which discrimination or intimidation occurs.
Any prospective bidder who wishes to challenge a bid proposal specification shall file such challenges in writing with the contracting agent no less than three business days before the opening of the bid proposals. Challenges filed after that time shall be considered void.
