Proposals for a lump-sum general contract for the entire work of the project are due on July 2, 2025, at 2:00 PM local time. Proposals must be submitted electronically in a single PDF file, combining the bid, bid bond, and any other required documents. A pre-bid conference is optional, but attendance is encouraged and may earn nominal scorecard points. A site visit is also optional and scheduled for June 23, 2025, at 9:00 AM. Questions must be submitted in writing by June 25, 2025, at 12:00 noon. Bidders must be available for a prequalification meeting the day following the bid opening. The successful bidder will be required to furnish a performance bond and labor and material payment bond equal to 100% of the contract award amount. Bid bonds are required for bids above $50,000. The university reserves the right to reject any and all bids and to waive any informalities in the proposals.

Bidders must submit a single PDF combining their bid, bid bond, and other documents. A mandatory pre-bid conference is scheduled for May 20, 2025, at 10:00 AM Eastern Detroit time. A site visit is optional on May 21, 2025, at 10:00 AM. Questions are due May 27, 2025, at 12:00 noon. Bidders must be available for a prequalification meeting the day following the bid opening. The successful bidder will be required to furnish a performance bond and labor and material payment bond equal to 100% of the contract award amount. Bid bonds are required unless the bid is below $50,000. The contractor has 5 business days to return the contract to the project manager for university countersignature, submit a performance bond, and a certificate of insurance. Failure to return the documents within this period may result in the award of the contract to the next lowest qualified bidder. All available information pertaining to this project will be posted to the purchasing website. Additional documents required include a schedule of values, including a list of contractors, suppliers, subcontractors, and other qualifications. This information should include information on the contractors and any subcontractors access to labor necessary for contract performance. The contract is expected to be fully executed on or about 25 calendar days after successful bidder qualification and recommendation of award. The contractor shall begin work immediately after receipt of a fully executed contract and shall substantially complete the project ready for unobstructed occupancy and use of the owner for the purposes intended within the completion time stated in the contract. Wayne State University is evaluating contractor performance following the completion of work. The evaluation instrument is presented in section 00440. The university requires all project contractors, including subcontractors, who provide labor on university projects to compensate at a rate no less than WSU wage rates. The rates of wages and fringe benefits to be paid to each class of laborers and mechanics by each vendor and subcontractors if any shall be not less than the wage and fringe benefit rates prevailing in Wayne County, Michigan, as determined by the United States secretary of labor. Certified payroll must be provided for each of the contractors or subcontractors payroll periods for work performed on any university project. The university tracks its level of spend with geographically local suppliers and certified small businesses. This includes its spend with Detroit-based organizations, and its spend with Michigan-based organizations. A sworn statement is required from every subcontractor on the job with a material purchase or subcontract of $10,000 or more. The university reserves the right to reject any or all bids and to waive any informalities or irregularities therein.
