If services are rejected for failure to conform to technical requirements or any other contractually legitimate reason, the contractor shall not be paid, or shall be paid an amount negotiated by the Contracting Officer.
Offerors that fail to complete required representations and certifications or reject the terms and conditions of the solicitation may be excluded from consideration. Submissions containing macros will be considered nonresponsive.
