The contractor will mobilize with sufficient forces such that all work is completed on or before December 31, 2026.

Payment shall be tendered to the provider upon acceptance and approval by the county for satisfactory compliance with the terms and conditions of the contract for completed services, verification of provided products, assurance that services were provided as specified and warranted, and receipt of a valid invoice.

The bidder shall employ qualified and experienced personnel with demonstrated experience in commercial audiovisual AV system installation, integration, and support services. The bidder shall have a minimum of three years of experience providing projector systems, audiovisual equipment, sound systems, and related AV installation services for government agencies, community facilities, educational institutions, or similar commercial environments.

Attempting to influence the outcome of any given contract prior to a recommendation of award to the board of commissioners is strictly prohibited. If the director of central services determines that such a communication has compromised the competitive process, the offer submitted by that bidder may be disqualified from consideration for award.

Payment will be made by EFT. Transaction fees may apply. The contract is exempt from Japanese consumption tax.

The government will award to the responsible offeror whose offer is most advantageous, considering price and other factors. The evaluation will be based on technical capability and price, with a preference for the lowest price unless past performance indicates otherwise.

Offerors must be duly authorized to operate and do business in Japan. Prime contractors outside of Japan must submit documentation proving compliance with DFARS ****.

Submissions that omit required information, contain ambiguities, or are incomplete may not be considered. Partial or incomplete quotations are ineligible for award.

The period of performance for this contract is from July 27, 2026, to December 31, 2026.

The contractor warrants that the items delivered under this contract are merchantable and fit for use for the particular purpose described in the contract.

The solicitation is a request for quotations (RFQ) for commercial items. Interested companies shall provide offers in accordance with the attached salient characteristics.

The government may terminate this contract for cause in the event of any default by the contractor, or if the contractor fails to comply with any contract terms and conditions.

Inspections will require a prior five-day notification submitted to the Contract Officers Representative (COR) or Government Representative.

Failure to comply with contract terms and conditions, or failure to provide adequate assurances of future performance, may result in termination for cause.
