The City of Lynchburg is seeking sealed bids for the Peaks View Park Solar Light Project Phase 2. Bids must be received by November 19, 2025, at 3:00 p. m. local time. An optional prebid conference will be held on November 5, 2025, at 3:00 p. m. at the park. Clarifications must be made in writing to Matt Marsteller by November 12, 2025, at 3:00 p. m. All addenda will be posted by November 14, 2025, at 3:00 p. m. A live bid opening will be available online on November 19, 2025, at 3:00 p. m. The project involves removing existing light fixtures and installing new solar fixtures. The project manual, drawings, and related documents can be viewed and downloaded from the city's website. The award will be based on the lowest responsive base bid. The contractor must provide a performance bond and a payment bond.
The work shall be completed within the contract time.
The owner shall make partial payment on a monthly basis to the contractor in accordance with the contract documents on the basis of a duly certified and approved estimate of work performed during the preceding calendar month by the contractor, less five percent 5 of the amount of such estimate which may be retained by the owner until all work has been performed strictly in accordance with the contract documents and until such work has been accepted by the owner.
The contractor warrants to the owner that all materials and equipment furnished under this contract will be new unless otherwise specified, and that all workmanship will be of first class quality, free from faults and defects and in conformance with the contract documents and all other warranties and guaranties specified therein.
The award of the contract will be the responsible bidder submitting the lowest responsive base bid on the basis of the sum of the base bid and accepted alternate.
Each bidder must be prepared to submit within five calendar days of the owners request written evidence of his qualifications for the project, including, without limitation, financial data, previous experience, resources, personnel and evidence of authority to conduct business in the jurisdiction where the project is located.
The damages incurred by the owner due to the contractors failure to complete the work within required milestone dates and the contract time, including any extensions thereof, shall be in the amount set forth in the construction agreement, for each consecutive day beyond the milestone dates or the contract time sundays and all holidays included for which the contractor shall fail to complete the work.
Bidders are requested and expected to visit the site of the project to alert themselves to local and special conditions which may be encountered during construction of the project such as: labor and transportation, handling and storage of materials, the availability of materials, and site access.
Samples are physical examples that illustrate materials, equipment or workmanship and establish standards by which the work will be judged.
Any protest to award a contract shall be in writing and shall be delivered so that it is received by the city manager not later than five 5 business days after announcement of the award or decision to award, whichever comes first.
The contract sum is stated in the construction agreement and, including authorized adjustments thereto, is the total amount payable by the owner to the contractor for the performance of the work under the contract documents.
