RFP for locally available maintenance and industrial supplies. Contracts will be for five years, starting October 1, 2026. Bidders must provide a percentage discount from their standard price for various categories. Bidders are encouraged to bid on as many categories as possible. Delivery is required within two weeks of the state's purchase order, with an acceptable on-time delivery rate of 99%. Inquiries and orders require a response within 48 hours. Bidders must have a local physical presence in Vermont. Samples may be requested. Awards will be made based on best value, with preference given to resident bidders, US-produced goods, and those promoting clean energy. Bids are due June 24, 2026. Delivery is required within two weeks of the state's purchase order, unless an alternate delivery schedule is agreed upon. The acceptable performance level for on-time delivery is 99%.
Payment terms are net 30 days from the date the state receives an error-free invoice with all necessary supporting documentation. Percentage discounts may be offered for prompt payments, but must be in effect for 30 days or more to be considered.
The manufacturer shall include a written warranty for each product, based on commercial use, extending for a minimum term of one year from the date the product is available for use. Longer term warranties are desirable.
Awards will be made based on best value, with preference given to resident bidders of the state and/or products raised or manufactured in the state, purchase of US-produced goods, and bidders who promote clean energy and address climate change.
Bidders must be registered with the Vermont Secretary of State's office and obtain a contractor's business account number from the Vermont Department of Taxes. Bidders must also disclose any actual, potential, or reasonably perceived organizational or personal conflicts of interest.
Failure to perform quarterly reporting for two successive quarters may give the state grounds to terminate the contract. Untimely submission of a sample may constitute grounds for rejection of bid or cancellation of the contract.
A bidders conference will not be held.
The commissioner reserves the right to request representative samples of the product offered at any time prior to or after award. Samples must be furnished within the time specified in the request and must be submitted free of charge.
Questions must be submitted in writing no later than June 12, 2026, 4:30 PM ET. Questions or comments not raised in writing on or before the last day of the question period are thereafter waived.
Actual or attempted contact with any individual other than the state contact concerning this solicitation is strictly prohibited and may result in disqualification. Failure of a bidder to respond to a request for additional information or clarification could result in rejection of that bidder's proposal.
