Proposals are due electronically by August 25, 2026, at 2:00 PM CST.

Payment for employees performing work under the guaranteed period services will be in accordance with the wage determination. Requests for payment for guarantee period services are to be in the form of a certified invoice and may be invoiced monthly or quarterly in arrears.

There is a guarantee period of service for a period of one (1) year after completion and acceptance of the work.

The award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors (Lowest Price Technically Acceptable - LPTA).

Offerors must be registered in SAM and VetBiz. Technical acceptability will be evaluated based on relevant past performance, technical construction experience of the prime contractor, technical experience of proposed key staffing, technical construction experience of proposed manufacturer/suppliers/installers, and contractor safety plan.

A site visit is mandatory and scheduled for Wednesday, August 5, 2026, at 10:00 AM CST at the John Cochran Bldg. 16, Rm. A208 on the 2nd floor.

All questions pertaining to this project are due by August 12, 2026, by 6:00 PM CST.

Failure to provide required documentation outlined in the proposal instructions may result in the offer being deemed nonresponsive. Failure to acknowledge amendments may be cause for rejection.

The estimate of construction magnitude for this project is $500,**** to $1,000,****.

Delivery on or before October 31, 2026.

Payment terms are Net 30.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factors are technical acceptability and price.

Offerors must be responsible and their offers must conform to the solicitation. Past performance information will be reviewed for responsibility determination.

Quotes that fail to address all requirements or follow all instructions will be considered nonresponsive and ineligible for contract award. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award.

The contractor will have 180 calendar days to complete the entire work and have the facility ready for use after notice to proceed is given.

The manufacturer and/or contractor will repair or replace the complete component if deterioration is caused by defective materials or workmanship. The warranty will also certify that all work was performed according to manufacturers recommendations and will continue honoring the existing warranty in the event of any deficiency created by an act of god or any other event, if the contractor with the same original product does the repairs.

The contractor will have demonstrated at least four years of experience painting, including residential and commercial buildings.

The site visit is scheduled for July 29, 2026, at 09:00 AM at the US Coast Guard's Rio Bayamon Housing.

Delivery is on or before October 31, 2026.

All work shall be completed no later than 90 days after award.

1-year minimum on workmanship and materials.

Contractor shall have demonstrated experience in residential interior painting, including surface preparation, priming, and finishing. Contractor must comply with applicable federal, state, and local codes. Contractor must be registered with the Washington State Department of Labor & Industries as a specialty contractor and possess a $12,000 surety bond, $50,000 public liability, and $100,000 property damage insurance. If any lead-based paint is suspected, contractor must be certified in EPA Renovation, Repair and Painting (RRP) standards.

Contractor shall submit for approval: paint product data sheets, safety data sheets (SDS), color samples if using approved equal, primer product data sheet.

Work failing inspection shall be corrected at no additional cost to the government.
