Option Chain Government Bids & RFPs

All offeror proposals must be received for review and evaluation no later than 12:30 PM Mountain Standard Time/Daylight Time on July 31, 2026. Proposals received after this deadline will not be accepted.

Payment terms are Net 30. Upon written request from offeror for payment, the UNMHSC shall, within 30 days, issue a written certification of complete or partial acceptance or rejection, with payment to follow within 30 days after certificate of acceptance.

Offeror warrants the goods and/or services furnished to be exactly as specified in any resultant agreement, free from defects in offeror's design, labor, materials and manufacture, and to be in compliance with any drawings or specifications incorporated herein and with any samples furnished by offeror. All applicable UCC warranties express and implied are incorporated herein.

The offeror selected for the award will be chosen on the basis of the greatest benefit to UNMHSC, not on the basis of lowest price.

Offerors must provide a business profile, financial information, and at least two references of customers from the last three years. Two references should be similar in size and scope of work to UNMHSC.

The procurement code imposes civil and criminal penalties for its violation. New Mexico criminal statutes impose criminal penalties for bribes, gratuities, and kickbacks.

If a site is referenced in this RFP, it is available for inspection. Arrangements may be made by contacting the individual listed on the cover sheet.

Failure to comply with instructions, specifications, and standard terms and conditions may result in an offer being classified as unresponsive and disqualified. Failure to mark sealed proposals appropriately may result in the offer being opened early or not included in the opening.

Proposals must be submitted no later than 4:00 PM EST on June 29, 2026.

This is a best value trade-off procurement where the contracting officer will award a firm fixed-price contract to the responsible offeror whose proposal the source selection authority has determined conforms to the solicitation, is fair and reasonable, and offers the best overall value to the government, considering all nonprice factors described herein, and price.

Offerors must be registered in SAM. gov. The magnitude of construction is between $25,000,000 and $50,000,000.

The penalty for making false statements in proposals is prescribed in 18 ****.

Written questions must be received by this office not later than 7 calendar days prior to the date set for receipt of offers.

Failure to submit all data in the format indicated in this solicitation may be cause for determining a proposal incomplete and, therefore, not considered for evaluation, and for subsequent award. Any deviations and/or exceptions to the contractual terms and conditions of the solicitation may result in a determination to reject a proposal.

The magnitude of construction is estimated to cost between $25,000,000 and $50,000,000.

Deliveries are scheduled for Mondays by 9:00 AM EST, or the following business day if it's a federal holiday. The first delivery is scheduled for Monday, August 3, 2026. delivery on weekly basis shall occur every monday by 9: 00 am ante meridiem or the following business day if a federal holiday falls on a monday.

The project must be completed within ninety 90 consecutive calendar days after the date established in a written notice to proceed.

The method of payment for this contract will be by lump sum fixed price or not-to-exceed payment including all reimbursable administrative or other expenses of any kind.

Contractors shall warrant, replace, or repair any defective product, materials, installation or services on the project for a minimum of one 1 year from county's acceptance of any work or services hereunder on the project at no additional cost.

The contract will be awarded to the lowest responsible and responsive bidder whose bid, conforming to this ifb, is most advantageous to the county, considering price and any other evaluation criteria set forth in the bid documents.

The contractor must meet minimum requirements including a current class A contractors license in Virginia, at least five years in business providing similar services, and demonstrate extensive successful experience in installations similar in scope to the project.

A mandatory pre-bid conference will be held on July 22, 2026, at 10:00 a. m. , where bidders will be allowed to inspect and analyze the current environment and site.

Any inquiries or requests for clarification or additional information must be emailed no later than July 24, 2026, by 10:00 a. m.

Failure to provide any of the required documentation or information may be cause for the bid to be deemed nonresponsive and/or nonresponsible and rejected.

Contractor must be certified by the state of New Jersey for petroleum storage tank removal and maintain the state-required amount of financial insurance.

Failure of the contractor to provide required notification for cancellation of scheduled work will require the contractor to pay for eight hours of inspection at the rate of the engineer's local inspector.
