The Raleigh-Durham Airport Authority is seeking proposals for an Airport Advertising Concession at Raleigh-Durham International Airport (RDU). Proposals are due by 3:00 PM EST on May 7, 2026. An optional virtual pre-proposal conference will be held on April 8, 2026. Proposers must meet minimum qualifications, including experience in managing airport advertising programs and generating at least $1 million in advertising sales in the previous calendar year. The proposal must include a transition plan, design concepts, a sales strategy and operations plan, and financial projections. A minimum revenue share of 60% to RDU and 40% to the proposer is required. The contract term should not exceed 10 years. A proposal bond of $1,000 is required.

The selected proposer shall propose a revenue share consistent with its investment in the program. The Authority will not accept proposals that do not include a minimum revenue share of 60% to RDU and 40% to the selected proposer (**** revenue share if Authority makes the full capital investment). The selected proposer will be responsible to pay a minimum rent of $950,000 in year 1, payable in 12 monthly installments, which will escalate annually by 3%.
The Authority intends to retain the selected proposer pursuant to a best value basis, not a high proposal basis. The Authority will consider factors other than just revenue to the Authority in making the award decision.
Proposers must have developed, leased, and managed a commercial advertising program in an airport or other major advertising program for 3 of the last 5 years, generating at least $1 million in advertising sales for the previous calendar year. Proposers must also acknowledge and agree to comply with the Authority's Airport Concessions Disadvantaged Business Enterprise (ACDBE) program requirements and meet or exceed the minimum stipulated revenue share.
If the selected proposer fails to execute and deliver the concession agreement within ten (10) days after receipt of a letter of award, the Authority may cancel the letter of award. If the Authority and selected proposer fail to enter into and execute a formal written concession agreement within ten (10) days after proposer receives a letter of selection, said proposer's proposal bond shall be forfeited as liquidated damages and the proposal shall be deemed rejected.
