County may rescind or terminate the PO if the seller provides any employee or official of the county with any share or portion of the PO, or any benefit that may arise from it, or provides any gratuity in any form to any county employee, official, buyer, or agent to secure the PO. County, at its sole discretion, may rescind or terminate this po if seller violates this provision.

Proposals will be evaluated based on Functionality Questionnaire (45%), Approach to Scope (25%), Company Capabilities (15%), and Pricing (15%).

Vendors must propose a proven OSS/BSS solution that supports municipal broadband operations at scale, including comprehensive OSS/BSS functionality, ticket management, integrated e-commerce and customer self-service portal, and scalability to support at least 29,500 subscribers.

Protests must be submitted within three calendar days of learning of facts giving rise to the protest.

Deletions or incomplete responses, aberrations in form, significant exceptions to the contract, or failure to meet minimum mandatory qualifications may render a proposal nonresponsive.
