Solicitation for Property and Inventory Support Services at the Naval Postgraduate School (NPS) in Monterey, California. The contractor will perform non-inherently governmental services including uploading documentation for property assets, creating fair market valuation documentation, processing excess equipment for reuse or disposition, and performing inventory functions. Services include warehousing operations, inventory management, and transportation. The period of performance is 12 months from July 1, 2026, to June 30, 2027. Proposals are due by June 4, 2026. The acquisition is a Hubzone set-aside. Evaluation will be based on Technical Capability (Technical Approach and Management Approach) and Past Performance, which are significantly more important than Price.
The period of performance is from 01 Jul 2026 to 30 Jun 2027.
Payment will be made by the government. The contractor shall use Wide Area Workflow (WAWF) for electronic submission of payment requests and receiving reports.
The government intends to award a single firm-fixed-price contract to the responsible offeror whose proposal is determined to be the best value to the government, considering price and other factors.
Minimum technical requirements include 1 year of government logistics experience and 1 year of disposition experience within the DoD for a Warehouse Specialist.
Reperformance of any work for failure to perform in accordance with the specified AQL or task requirement shall be completed at the contractor's own expense.
Agency protests may be filed directly with the Director, Regional Contracts Department, Fleet Logistics Center San Diego. Subsequent protests to GAO must be filed within 10 days of knowledge of initial adverse agency action.
A proposal receiving an unacceptable rating in any subfactor of Factor I (Technical Capability) or a no confidence rating in Factor II (Past Performance) will be considered ineligible for award.
