Asset Valuation Government Bids & RFPs

The government is seeking a repair turnaround time (RTAT) of 60 days. All freight is FOB origin. The resultant award of this solicitation will be issued bilaterally, requiring the contractors signed acceptance prior to execution. The contractor must obtain final inspection and acceptance by the government for all assets within the RTATs established in this contract. Any asset for which the contractor does not meet the required RTAT will incur a price reduction per unit per month the contractor is late.

The hour and date for receipt of offers has been extended to 4:30 PM EST on October 30, 2025. Past performance will be considered in the evaluation of offers. The resultant award will be issued bilaterally, requiring the contractor's written acceptance prior to execution. Final delivery of material shall be on or before 89 days after the effective date of the resulting contract. Offers shall be submitted as firm fixed price for the full repair effort based on the repair instruction or statement of work. Any repair efforts above and beyond the statement of work may be submitted as an over and above request. A cost of new price shall also be provided in addition to the repair price. The contract order will be a do rated order certified for national defense use. Drawings are available on the SAM. gov website, with restricted access requiring approval. Transportation to and from the repair site will be paid for by the US Navy. The contractor must comply with the commercial asset visibility (CAV) system. Additional requirements include: RTAT, throughput constraint, and induction expiration date. The contractor must maintain traceability of markings to each unit throughout refurbishment. The cognizant contracting authority, cognizant supervising authority, the in-service engineering agent, and DCMA Navy Special Emphasis Operations (NSEO) quality assurance representative reserve the right to perform in-process reviews. All documents and reference data applicable to this contract must be available for review by the NSEO government representative. Copies of documents required for government inspection purposes must be furnished in accordance with the instructions provided by the NSEO government representative. The corporate component repair program (CCRP) serial number is a unique and permanent serial number assigned by the designated overhaul point (DOP). The contractor must maintain the total equipment baseline configuration. Waivers and deviations must be designated as critical, major, or minor and require review and approval by the contracting officer. All requests for waivers/deviations on NAVSUP WSS contracts must be submitted using the eCDS system. The government will maintain configuration control and change authority for all modifications or changes affecting form, fit, function, or interface parameters of the equipment. The contractor must submit an engineering change proposal (ECP) for any class I or II changes that impact the equipment. Preservation, packaging, packing, and marking must be in accordance with the contract purchase order schedule and as specified. The resultant contractual delivery requirement is measured from asset return to the date of asset acceptance under the terms of the contract. The contractor must obtain final inspection and acceptance by the government for all assets within the RTATs established in this contract.
