The contractor is responsible for the maintenance and operational readiness of detachment aircraft, including transportation of critical spares. The contractor warrants that detachment aircraft and associated equipment shall be maintained in accordance with the specifications of this contract, the manufacturers specifications, and all FARs. The contractor shall perform scheduled maintenance and inspections, and provide all parts, labor, and expertise necessary to complete the required tasks. The detachment shall report its aircraft readiness status in the embarked ships OPREP5 report on a daily basis. The contractor is required to notify the COR on the degradation and submit a repair plan timeline outlining the extent of the repairs and the estimated time of return of the detachment aircraft to FMC readiness status. The contractor shall provide a detachment PUK containing critical spare components and supporting tools and equipment used to support detachment operations and maintenance requirements. The contractor shall comply with all applicable FAA AD and manufacturers mandatory service bulletins MMSBs listed on the contractors OPSPECS. The contractor shall maintain a like TMS spare aircraft in reserve, or have a standby lease agreement for a spare aircraft in the occurrence of a required substitution. The contractor shall maintain and comply with its casualty plan. The contractor shall provide trained, qualified, and medically and psychologically fit personnel. The contractor shall ensure crew rotation during deployment does not adversely affect the aircraft operational readiness condition or mission availability. The contractor shall be responsible for securing training resources. The government reserves the right to have the detachment aircraft/personnel/operations and/or its associated equipment inspected at any time. The contractor shall handle, store, and maintain classified material and shall comply with the requirements set forth in the 32 CFR, Part 117 National Industrial Security Program Operating Manual (NISPOM). The contractor shall procure insurance from a financially and legally responsible insurance company or companies, and maintain such insurance at the minimum amounts as set forth herein. The contractor shall provide proof to the contracting officer of compliance with these provisions not later than thirty 30 days prior to commencement of performance. The contractor shall create and maintain a detachment SOP. The contractor shall provide a daily operational report for each day of the contract performance period. The contractor shall attend a postaward conference at Military Sealift Command, Norfolk, Virginia, to include contracts and management personnel no later than 20 days after contract award.
