The US Coast Guard is seeking quotations for VBSS equipment for Tunisia under a Foreign Military Sales (FMS) program. The contract requires a detailed delivery schedule, including receipt of order, receipt of all items, estimated days to readiness for government inspection, items ready for government inspection, estimated days to readiness for shipment, and items ready for shipment dates. The contractor must provide a delivery schedule tab 3 attachment ii to support the procurement of spares. Inspection and acceptance must be conducted at the contractor's facility. All shipping documents, including DD Form 250, packing slip, customs clearance paperwork, hazmat documentation, and commercial invoices, must be provided to the USCG POCs. The contractor is responsible for any costs associated with shipping, handling, import, and export. Export-controlled items must comply with all applicable laws and regulations. The government will coordinate DTS shipping upon completion of the material inspection acceptance and receiving report. The contractor must provide any commercially available manufacturing documentation and warranties in English. All applicable commercial warranties must be passed to the recipient country. The U. S. Customs and Border Protection (CBP) is seeking to procure 35 handheld chemical explosive and narcotics analyzers with integrated FTIR and Raman spectroscopy. Delivery of systems shall begin no later than 60 days from the date of execution of a delivery order. Onsite operational testing will be conducted prior to acceptance of each system. The contractor shall provide updates to the delivery schedule on a quarterly basis or if a significant deviation of more than 10% occurs. The contractor shall include shipping and delivery to the address below, free on board (FOB) destination in the price of each unit. The contractor shall provide warranty, including initial operator training, for support of these handheld analyzers. All system documentation shall be provided in both electronic and hard copy. The analyzer shall have a library that enables the identification of the chemicals of interest, precursors, key intermediates, cutting agents, and other substances. The analyzer shall be capable of identifying all library-included chemicals in a mixture when at least two of the chemicals in the library are present in equal amount. The analyzer shall be capable of performing its initial analysis within 90 seconds plus or minus 10 seconds, not including sample preparation time. The analyzers identification rate shall be 70% or 80% for the items in table 1. The analyzers identification rate shall be 70% for heroin. The analyzer shall be capable of identifying any table 1 substance and heroin in a 1:1 by weight mixture. The analyzer shall provide output in multiple open nonproprietary data formats, including SPC and/or SPA, and text, CSV, PDF, and other similar formats. The analyzer shall be able to positively identify pure and mixed substances through clear plastic bags or clear glass vials. The analyzer shall be able to positively identify pure and mixed substances through 1 mm opaque plastic. The contractor shall provide a warranty for the handheld chemical identification analyzers, associated equipment, and accessories. The contractor shall provide any warranty certificates and documentation. The contractor shall provide a handheld chemical identification analyzers training for each device. The training material, slides, and all information should be provided to CBP. The CBP handheld chemical identification analyzers training program should include operator training and maintenance technician training. The technical documentation shall consist of all documentation used by the contractor, and any of its sub-contractors, in the performance of the requirements in this statement of work, the production of the handheld chemical identification analyzers unit, and/or any follow-on production or modification of the unit. No changes to this statement of work or price increases shall be incurred without written prior approval of the contracting officer as coordinated by the COR.
