This is a Request for Proposal (RFP) from Washington County Public Schools (WCPS) for Employee Assistance Program (EAP) Administration services. The contract period is from July 1, 2026, to June 30, 2029, with an option for a two-year renewal. Proposals must be submitted by April 30, 2026. Key requirements include comprehensive EAP services, confidential counseling, worklife support, critical incident response, and a digital platform. Vendors must be licensed and qualified. Additional documents required include a price proposal, questionnaire, bid/contract affidavits, and signature acknowledgments. Vendors must register on the WCPS purchasing website and eMaryland Marketplace Advantage. Bids must be sealed and properly labeled. The award will be based on a combination of factors including organizational capabilities, network access, cost, plan design, and references. Any objections to the award must be filed within five business days of the award date.
The proposal due date is April 30, 2026, by 11:00 am Eastern Time. Proposals received after this time will be returned unopened.
WCPS standard payment terms are net 30.
All services will be performed by qualified personnel in a professional manner consistent with industry standards, and in accordance with and subject to the terms and conditions set forth in this agreement. Issues brought forth by WCPS to the awarded vendor will be addressed as soon as possible, generally within 24 hours.
The award of the contract will be made to the firm that is the most responsive, responsible, and most qualified to accomplish the scope of services work, and is in the best interest and of the best value to WCPS, based on evaluation criteria including network, organizational capabilities, financial strength, cost aspects, plan designs, value adds, references, and overall proposal completeness and quality.
Bidders must be licensed, qualified sources capable of providing comprehensive EAP services. They may be required to demonstrate necessary facilities, ability, and financial resources, as well as experience, history, and references to assure WCPS of their qualifications.
If awarded carriers fail to provide services within prescribed time limits, contract managers may elect to obtain services from an alternate carrier, and the awarded vendors will pay any additional costs incurred by WCPS. Selected vendors may be held responsible for liquidated damages resulting from performance failures.
Any company objecting to the bid procedure or the recommendation for award has five business days following the date of award by the Board of Education to file a written protest with the Superintendent of Schools.
