Biochar Government Bids & RFPs

Douglas County seeks consulting services for a commercialization and offtake strategy for biochar, mulch, compost, and carbon credits. Proposals are due by June 20, 2026, at 5:00 PM Mountain Time. The county anticipates selecting a consultant by July 15, 2026. The scope includes market analysis, product specifications, pricing, and cost of goods sold models. Work is anticipated to begin within one week of authorization, with a phased approach possible.

Bidders must use the electronic bid system (eBid) for submitting responses and complete all required fields. Bidders must be registered on the owner's eBid site. Responses will not be accepted after the closing time and date. Bidders should include any deviations from the solicitation documents on company letterhead and attach them to the response. The owner reserves the right to accept or reject deviations. Bidders shall not attempt to influence or discuss the solicitation with any owner employee, elected official, agent, or evaluator other than the purchasing staff. If bidding on a construction contract, the owner's most current standard specifications for municipal construction apply. Bidders shall promptly notify purchasing staff of any ambiguity, inconsistency, or error in the bidding documents. Questions regarding the bidding documents should be submitted through eBid. Changes to the bidding documents may be issued electronically via addendum in eBid. Oral interpretations or changes are not binding. By electronically signing and submitting a response, the bidder agrees the submitted pricing has been arrived at independently. If alternates are allowed, bidders must identify and prove the alternate item is equal to or better than the specified product. If requested, bidders shall provide and/or demonstrate the exact items proposed within seven calendar days. Samples will be returned at bidder's expense after receipt by the owner. The owner reserves the right to request samples. The owner reserves the right to cancel orders if delivery is not made within the specified times. Warranties, guarantees, and maintenance policies should be uploaded in eBid. Bid specifications shall set forth warranties and guarantees. Bid security, if required, must be submitted with the solicitation and sent to the purchasing division within three days of closing. The owner reserves the right to conduct and consider reference checks. The electronic signature is considered an offer. No response shall be modified or withdrawn for a period of ninety calendar days after closing. The solicitation will be awarded to the lowest responsive, responsible bidder whose offer is most advantageous to the owner. The owner reserves the right to reject any or all responses. Depending on the type of service or commodity provided, a purchase order or contract will be employed. The laws of the state of Nebraska shall govern the rights, obligations, and remedies of the parties. Any solicitation for public improvement shall comply with Nebraska revised statutes sections **** and 771324. The owner requires compliance with all federal, state, and local laws regarding equal opportunity. The bidder shall be responsible for determining whether it is subject to the living wage ordinance. Bidders shall take special notice of the insurance provisions required for owner contracts. The owner is generally exempt from any taxes imposed by the state or federal government. All parties of any owner agreement shall be subject to audit. In accordance with **** through ****, the awarded bidder agrees to register with and use a federal immigration verification system.

The Department of Conservation and Recreation (DCR) is seeking quotes for nursery products (trees, mulch, etc. ) for the Greening the Gateway Cities program in Massachusetts, for the Fall 2025 and Spring 2026 planting seasons. Vendors must submit their responses via the Commonwealth's online procurement system (Commbuys) by 11:59:59 PM on Wednesday, August 13, 2025. The RFQ includes a preferred species list, pricing information by size class, and projected delivery costs to each city. Bidders should complete and submit the attached nursery bid sheet. Single city bids and bids for multiple cities are accepted. Awards may be made on a per-city or multiple-city basis. The expected number of trees per crew per season is up to 200 public trees and up to 300 private trees. Deliveries should be sent on a truck with a lift gate. The time period covered by the RFQ is from July 1, 2025 to June 30, 2026.
