Proposals will be received until 2:00 p. m. local time on Wednesday, July 15th, 2026. Any proposal received after the time and date specified will not be considered.

Payment will be made in accordance with the terms favorable to Broome County in instances of discrepancy with county and vendor records. The successful vendors will furnish invoicing to the Willow Point Rehabilitation and Nursing Center.

Proposals will be evaluated based on the ability to meet scope of service specifications, responsiveness, thoroughness and overall quality of the proposal, price for proposed services in hourly rate terms, identification of adequate resources to supply said services, and experience in providing services like those described in this RFP. Proposals will be judged upon the proposer's ability to provide services which meet the requirements set forth in the accompanying documents. The county reserves the right to make such investigations as it deems necessary to determine the ability of the proposer to provide services meeting a satisfactory level of performance in accordance with the county's requirements.

Proposers shall not contact any other county officials other than those referenced in this RFP or in accordance with the procedure outlined herein. Any proposer that violates the foregoing provision may be disqualified from consideration.

Respondents must have provided delinquent court collection services to at least three Texas municipalities for a continuous period of not less than three years. They must also not be debarred or suspended from federal contracting and must not be the subject of pending enforcement actions. Proposals submitted by any method other than the city's electronic procurement portal, bidnet direct, will not be accepted. Also, contacting city officials or staff outside of the bidnet portal may result in disqualification. Proposals submitted by any other method, including email, hand delivery, mail, or facsimile, will not be accepted.

The vendor shall ensure that the financial institutions provide the vendor with a match listing of all matches made withing four workings or less of the match of each account maintained at the financial institution.

The state shall have forty five 45 calendar days to pay after a valid and accurate invoice is received by the state.

The vendor represents and warrants that its services hereunder shall be performed by competent personnel and shall be of professional quality consistent with generally accepted industry standards for the performance of such services and shall comply in all respects with the requirements of this agreement.

The state will conduct a fair, impartial, and comprehensive evaluation of all responses in accordance with the criteria set forth below.

Prospective bidders are expected to carefully examine all documents, schedules, and requirements in this solicitation, and respond to each requirement in the format prescribed.

Violation of the terms and conditions contained in this solicitation or any resultant contract, at any time before or after the award, shall be grounds for action by the state which may include, but is not limited to, the following: 1. rejection of a bidders solicitation response, 2. withdrawal of the intent to award, 3. withdrawal of the award, 4. negative documentation regarding vendor performance, 5. termination of the resulting contract, 6. legal action and 7. suspension or debarment of the bidder from further bidding with the state for the period of time relative to the seriousness of the violation.

Any protests must be filed by a bidder within ten 10 business days after the intent to award decision is posted to the internet.
