New Mexico Health Care Authority (HCA) is seeking proposals for the Rural Health Innovation Fund (RHIF) to implement projects benefiting rural, frontier, or tribal communities. Projects should address identified health care challenges and can include technology, new services, equipment, partnerships, or other strategies. Approximately $47,048,**** is available. Proposals are due July 27, 2026, and must be submitted electronically. Funds are intended for implementation-focused projects and cannot be used for general operating support or to supplant existing funding. Administrative costs are capped at 10% statewide, and Category J (capital expenditures/infrastructure) at 20% statewide. Contractors will be responsible for project implementation, budget management, reporting, and compliance.
Proposals must be submitted by July 27, 2026, 5:00 PM MST/MDT.
Awards will be made based on the evaluation factors set forth in the RFP, funding availability, program priorities, geographic distribution, project diversity, budget reasonableness, and the best interests of the state.
Offerors must demonstrate adequate resources, facilities, personnel, service reputation, and experience to perform the services described in the proposal. Key personnel qualifications will also be evaluated.
The procurement code imposes civil, misdemeanor, and felony criminal penalties for its violation. New Mexico criminal statutes also impose penalties for bribes, gratuities, and kickbacks.
Protests must be submitted in accordance with applicable law and procurement regulations to the protest manager identified in section I. D. 2.
Failure to submit a signed letter of transmittal, a signed campaign contribution disclosure form, or to adhere to proposal submission requirements may result in disqualification.
HCA anticipates making approximately $47,048,**** available through this procurement.
