The City of New Rochelle is seeking a qualified vendor to develop and maintain a Greenhouse Gas (GHG) tracking program. The program will measure scope 1, 2, and 3 emissions across municipal and community sectors, starting with the calendar year 2021. The vendor will be responsible for quantifying annual GHG emissions, providing insights for future actions to reduce emissions and improve community health and resilience, and aligning local tracking with state and national standards. The awarded vendor will enter into a consulting services agreement. Proposals are due by 3:00 PM on May 6, 2026. All pre-proposal questions must be submitted in writing via email by noon on April 24, 2026. The city encourages firms qualified and certified as Women-Minority Business Enterprises (WMBE) to submit proposals. The contract will have an initial term of one year with the option to renew for four additional one-year terms, with potential for annual rate increases capped at 2% or the CPI. Vendors must comply with New York State finance law restrictions on communications during the procurement process.
The bid proposals will be accepted until 3:00 PM on May 6, 2026, as stated in the bid notice.
The award will be made to the respondent who presents a proposal that best meets the requirements and represents the most beneficial procurement, as determined by the city. Proposals will be evaluated and scored based on experience and qualifications (30 points), methodology and technical approach (30 points), responsiveness to scope of services (30 points), and proposed fee schedule (10 points).
Minimum qualification requirements include at least 5 years of experience providing similar services and at least three references from clients currently or previously served for similar services, with at least one reference from a New York State city/county/state project completed within the last three years.
Any violation of the terms, conditions, requirements, and/or nonperformance of the agreement resulting from this RFP shall result in immediate cancellation.
