Prospective bidders are responsible for examining the location of the proposed work or delivery and determining, in their own way, the difficulties, which are likely to be encountered in the prosecution of the same. Bidder shall be responsible to visit the job site and familiarize himself with the local conditions.
Any complaint from bidders relative to the invitation to bid or any attached specifications should be made prior to the time of opening of bids, otherwise such complaint cannot be properly considered.
Failure to submit any required form will be cause for bid to be rejected as nonresponsive.
