The bid due date has been extended to Thursday, July 16, 2026, at 2:00 PM EST. The anticipated completion of this project is 540 calendar days after receipt of notice to proceed.

Payment for services provided under this contract will be made in arrears, within thirty (30) calendar days, upon receipt of properly executed invoices submitted electronically.

Contractor shall provide a certificate of warranty for material supplied and workmanship for a minimum of one year from the date of acceptance.

The government contemplates award of a firm-fixed-price contract resulting from this solicitation. While not explicitly stated as lowest price, the nature of a sealed bid implies price is a primary factor.

Bidders must be CVE verified prior to submitting a bid and registered in System for Award Management (SAM. gov). Bidders must also be verified and certified in the SBA site and have their Vets **** report filed.

If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the government in the amount of $1,**** for each calendar day of delay.

An organized site visit has been scheduled for Friday, June 12, 2026, at 10:00 AM EST. Participants will meet at the administrative building at Dayton National Cemetery. Attendance is strongly encouraged.

All pre-bid questions and requests for information must be submitted in writing to ***@***. *. * no later than Monday, June 22, 2026, at 2:00 PM EST.

Failure to furnish the required bid guarantee in the proper form and amount by the time set for opening of bids may result in rejection of the bid. Also, failure to execute contractual documents or furnish executed bonds within 10 days after receipt of the forms by the bidder may result in termination for default.

The magnitude of construction for this project is between $10,000,000 and $20,000,000.

Quotes are due by 4:00 pm Eastern Standard Time on June 18, 2023. Delivery services shall be performed between 8:00 am and 4:00 pm local time, Monday through Friday, excluding federal holidays.

Payments shall be made monthly in arrears for all services rendered. Invoices shall refer to the appropriate purchase order number and submitted to the Department of Veterans Affairs Financial Services Center.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

The government will evaluate proposals for award purposes by adding the total price for all options to the total price for the basic requirement. Proposals will be evaluated for price reasonableness.

The technical volume requires proof of experience performing grave liners services, including a list of prior contracts/agreements with relevant details. The contractor must also provide a subcontractor list or a certification of self-performance.

Postponement due to climate or weather conditions shall not be cause for penalties to the contractor nor additional cost to the government.

When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers.

Nonconformance with the instructions provided may result in the offeror's quote being considered nonresponsive and thus ineligible for award. Failure to comply with the clause addressing DEI discrimination may result in contract cancellation, termination, or suspension.

The government will evaluate quotations using a tiered comparative analysis approach, considering technical acceptability, past performance, and price to determine the best value.

Vendors must be actively registered in SAM. gov at the time of quote submission and award.

A site visit is not scheduled for this location due to construction safety at the location.

Quotes from vendors that are not actively registered in SAM. gov will be rejected as non-responsive.
