TPWD will award a contract to the respondent whose quote is considered to be the best value to TPWD, price and other factors considered. Factors may include lowest price, ability, qualifications and experience, delivery service schedule, past performance, life cycle costs, and installation costs.

Respondents must submit bids that meet or exceed the specifications. TPWD reserves the right to consider respondent qualifications, equipment, facilities, and references.

Default in promised delivery without accepted reasons or failure to meet specifications authorizes TPWD to purchase services elsewhere and charge any increased costs to the contractor.

Samples, when requested, must be furnished free of expense to the state. If not destroyed in examination, they will be returned to the respondent, on request, at respondent's expense.

Failure to sign the bid, failure to submit required information, or attempts to ask questions by phone or in person may disqualify a respondent.

A mandatory site visit is scheduled for Wednesday, June 17, 2026, at 10:00 AM at the City of Fort Pierce Marina. No contractors will be allowed onsite prior to the mandatory site visit. No exceptions will be granted.

RFQs responses are due by June 9, 2026, 4:30 PM EST. The complete and fully serviceable boat must be shrink-wrapped and delivered to the VT Dept. of Fish and Wildlife in Milton, VT.

Payment terms are net 30 days from the date the state receives an error-free invoice with all necessary and complete supporting documentation. Percentage discounts may be offered for prompt payments, but must be in effect for 30 days or more.

The manufacturer shall include a written warranty for each product, based on commercial use, extending for a minimum term of one year from the date a product is available for use. Longer term warranties are desirable.

Awards will be made under the provisions of 29 V. S. A. § 903. Preference will be given to resident bidders of the state and/or products raised or manufactured in the state, purchase of goods produced in the United States, and bidders who have practices that promote clean energy and address climate change.

Bidders must be registered with the Vermont Secretary of State's office and obtain a contractor's business account number from the Vermont Department of Taxes to be awarded a contract. Bidders must also disclose any actual, potential, or reasonably perceived conflicts of interest.

The state reserves the right to cancel a contract upon discovery that a contractor failed to disclose facts pertaining to a conflict of interest or otherwise misrepresented relevant information. Products not meeting quality and safety standards will be deemed unacceptable and returned at the contractor's expense.

The commissioner reserves the right to request representative samples of the product offered at any time prior to or after award of a contract. Samples must be submitted free of charge and may be held by the commissioner during the entire term of the contract.
