Proposals are due by August 6, 2026, at 12:00 PM prevailing local time.

Unless otherwise specified, prompt payment discounts requiring payment in less than fifteen 15 days will not be considered in evaluating a proposal for award. However, even though not considered in the evaluation, such discounts will be taken if payment is to be made within the discount period.

Offerors must submit their Virginia State Corporation Commission SCC registration number or justification for exemption. Offerors are responsible for determining and noting applicable licenses required to perform the work.

A site visit will be conducted by the city staff on July 22, 2026, at 9:30 a. m. The city will conduct the site visit only with those offerors who submit a request.

Samples, if required, must be furnished free of expense to the city on or before the date specified. Each sample must be marked with the offeror's name and address, city's request number, and opening date.

Proposals which are substantially incomplete or lack key information may be rejected by the city at its discretion. Contacting any city representative other than the purchasing agent concerning the RFP may cause disqualification.

The estimated quote submission deadline is June 8, 2026, at 4:00 PM MT. A quote sent at 4:01 PM MT is considered late.

This RFQ and the resulting letter of agreement will be awarded to the responsible bidder whose acceptable quote is determined to be the most advantageous to the state, with price/cost being the primary consideration. Other considerations may include, but are not limited to, sample quality, and lead time for delivery.

Any organization that can provide the commodities as outlined in this RFQ is eligible. All work performed must comply with applicable accessibility requirements and state of Colorado technology standards.

Protests must be submitted in writing within ten business days after such an aggrieved person knows, or should have known, of the facts giving rise thereto.

Contact with any other state personnel regarding this procurement, unless specifically authorized, may result in disqualification. Failure to comply with accessibility standards or provide required documentation may also lead to disqualification.

All purchase offers must be received by email or in person at the City Clerk's office no later than 3:00 p. m. on May 22, 2026.

The submissions will be evaluated.
