This is an Invitation for Bid (IFB) for the construction of two concrete pads at the Texas Challenge Academy. Bids are due by 2:00 PM CST on June 26, 2026. Attendance at one of the two mandatory site visits (June 15 or June 16, 2026) is required for bid consideration. The contract will be awarded to the responsible respondent whose bid meets specifications at the lowest price. All work must comply with applicable federal, state, and local codes and standards. The contractor must provide all labor, materials, and equipment. Invoices must be submitted for payment after acceptance of goods or services.
The deadline for the Texas Military Department to receive bids is June 26, 2026, at 2:00 PM CST.
TMD will pay the contractor based on itemized invoices submitted and approved by TMD after receipt, testing, and acceptance of commodities or services. Texas Government Code Chapter ****, the Prompt Payment Act, will govern payment and interest on overdue payments.
TMD may award one contract resulting from this solicitation to the responsible respondent whose response is the lowest price meeting specifications.
Contractors must provide evidence that they have been authorized to do business in Texas for the type of work described for a minimum of five years. All proposed personnel must pass a fingerprint-based criminal history background investigation.
If the contractor fails to comply with the terms of the contract, TMD may withhold payment. If noncompliance results in TMD purchasing goods or services from another entity, those costs will be deducted from the contractor's payment.
Attendance at a minimum of one of the two scheduled site visits is mandatory to be considered for award. The site visits are on Monday, June 15, 2026, at 10:00 AM and Tuesday, June 16, 2026, at 10:00 AM at 600 Highway **** West, Eagle Lake, Texas ****.
The last day to submit written questions for clarification to TMD is June 17, 2026.
Failure to attend a minimum of one of the two scheduled site visits will result in disqualification of your response. Failure to sign the document will disqualify the response.
