Livingston County is seeking proposals for Transit Attorney Services for LETS Transportation. The contract is anticipated to be for a five-year period, commencing October 1, 2026. Proposals are due by 2:00 PM EST on June 19, 2026. All communications regarding the RFP must be sent in writing via email to Kristabelcher, Procurement Coordinator, at ***@***. *. * must have a Juris Doctorate degree, be licensed to practice law in Michigan, and be in good standing with the Michigan State Bar. A minimum of three years of similar experience is required, along with three references. Proposals will be evaluated based on scope of services (30 points), key personnel experience (30 points), understanding of county needs (20 points), and pricing (20 points). The county reserves the right to award the contract to the most responsive and responsible vendor, not necessarily the lowest priced. Insurance certificates are not required at the time of submission but will be required prior to award. The contract will be governed by the laws of the state of Michigan.
The deadline for bid receipt is June 19, 2026, by 2:00 p. m. EST. Any response received later than the specified deadline will be disqualified.
The awarded contractor shall submit to the county each month a bill for services rendered during the preceding month. The county shall process and pay all bills approved by the LETS Director in accordance with the county's procedure for processing and payment of accounts payable.
The county will award the contract to the most responsive, responsible vendors having proven experience as described herein. The county reserves the right to award this contract not necessarily to the vendors with the lowest price but to the vendors that demonstrates the best ability to fulfill the requirements.
Proposals may be submitted by an individual attorney, groups of attorneys, or firms. All proposals will be reviewed for compliance with the following minimum mandatory requirements: must have a Juris Doctorate (JD) degree from an ABA accredited law school, must be licensed to practice law in Michigan, must be a member in good standing of the Michigan State Bar, must be able to meet all insurance requirements, and must have a minimum of three years experience similar in scope to those outlined herein.
Proposers may submit written questions regarding this RFP by email no later than June 1, 2026.
Any response received later than the specified deadline will be disqualified. If it is discovered that a proposer contacted and received information regarding this solicitation from any Livingston County personnel other than the procurement contact, Livingston County, in its sole discretion, may disqualify its proposal from further consideration.
