This is a Request for Quotation (RFQ) for potable water testing services at Buffumville Lake Park, Charlton, MA. The contractor will be responsible for sampling and testing potable water in accordance with Massachusetts drinking water regulations and acting as the primary communicator with the Massachusetts Department of Environmental Protection (MassDEP). The procurement is set aside for small businesses, with NAICS code **** and a size standard of $19 million. Vendors must have an active registration in SAM. gov. Site visits are strongly recommended. The contract period includes a base year and two option years. Pre-work submittals are required within 14 days of contract award, and no field work may proceed prior to their acceptance. Safety requirements, including an Accident Prevention Plan (APP) and Activity Hazard Analysis (AHA), are detailed. Payment will be made monthly for services performed, with final payment potentially withheld until all issued keys are returned. Evaluation factors will include technical, price, and past performance.
The contract period of performance for the base year shall be from April 1, 2026, or contract award if after April 1, 2026, to March 31, 2027. Option year one has a period of performance from April 1, 2027, to March 31, 2028. Option year two has a period of performance from April 1, 2028, to October 31, 2028. Services will only need to be physically rendered from May through September each year. All prework submittals shall be submitted within 14 days of contract award.
The contractor shall furnish the TPOC with one invoice per month or at the completion of services. The invoice shall include the invoice date, contract number, dates of service, description of work, quantities, and total amount due per line item. Payment shall be made monthly for the actual services performed at the applicable contract unit price. Note: Final payment may be held until the contractor has returned any and all issued keys/cards to the TPOC at the completion of work.
The government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors will be used to evaluate quotes: i. Technical ii. Price iii. Past Performance.
Vendors are responsible for ensuring their quote submission meets all requirements. Failure to do so may result in quotes being deemed nonresponsive and removed from consideration. The mandatory solicitation survey shall be completed in its entirety and returned with quotes. Failure to do so may result in quotes being deemed nonresponsive and removed from consideration. Vendors are required to be registered in SAM when submitting a quotation and shall continue to be registered until time of award, during performance, and through final payment. The government will deem quotes nonresponsive from vendors that do not have an active SAM at the time of quote submission or by datetime of solicitation closing.
