The Department of Children and Families (DCF) is issuing a Request for Responses (RFR) to procure a qualified organization to provide services related to claiming federal revenue available to the Commonwealth of Massachusetts under specific programs of the Social Security Act. The contract term is scheduled to begin on or about July 1, 2026, and end on June 30, 2029, with the possibility of extension. Responses must be submitted electronically on Commbuys by January 29, 2026, at 12:00 PM. The RFR includes requirements for business, programmatic, and cost responses. A bidders conference will be held on January 5, 2026. The selected bidder must comply with the Commonwealth's standard contract terms and conditions and the Supplier Diversity Program (SDP) plan. The total costs must not exceed $37,500,**** on an annualized basis for 10 years.
The contract start date is no earlier than July 1, 2026.
The bidder shall propose an annualized base payment for providing the services contained in attachment a, draft contract. The annualized amount will be paid in equal monthly installments.
The committee may recommend for selection the response that demonstrates the best value overall, considering both the programmatic and cost responses, which will achieve the procurement goals of dcf.
The bidder shall submit documentation to demonstrate to the satisfaction of dcf that the bidders organization and the bidders parent organization, if any, is in sound financial condition.
The committee may, in its sole discretion and at its convenience, elect to inspect any of the bidders offices.
Written questions prior to the meeting are encouraged and must be submitted via commbuys no later than: thursday, december 18, 2025, by 12:00 pm.
