The deadline to submit applications is May 8, 2026, by 12:00 PM Pacific time. The anticipated contract start date is July 2026.

Payment to the grantee shall be based on the satisfactory completion and delivery of each project deliverable. All deliverables must be submitted prior to the end of the 30-month contract in order to be paid. Payments will be made no more frequent than on a quarterly basis.

Applications will be evaluated and scored based on their response to the information requested in the RFA, including administrative review, applicant background, proposed innovation, cost sheet, and references. The entire procurement process is confidential until the notice of intent to award is issued.

Applicants must have been operational for a minimum of two years, be registered to do business in California, and for Category 1 small grants, must be a community-based organization, nonprofit entity, and/or tribal organization. Applicants must also describe their organization's mission, core activities, structure, and experience with similar projects.

The RFA does not explicitly detail penalties for non-compliance, but failure to comply with RFA requirements can lead to disqualification or rejection of an application. For example, unsigned applications may be rejected, and applications with false or misleading statements may be rejected.

An intent to protest letter must be received no later than five (5) working days from the date of the posting of the notice of intent to award. A letter of protest detailing the grounds for the protest must be filed within five (5) working days from the date the commission receives the intent to protest letter.

The total estimated value for this RFA is up to $20,000,****.

Bidders must submit a bidders qualification statement and provide multiple references and prior experience, preferably with other governmental agencies, in the last 3-5 year period for work or services of the same type and size as the project being proposed.

A presubmittal conference will be held on April 2, 2026, at 9:00:00 AM CT via Microsoft Teams.
