Payment is made after satisfactory approval of delivery. The vendor shall be paid only when the county has given their satisfactory approval that goods and/or services have been delivered in accordance with this bid.

Award based on most advantageous bid considering quality versus price. The award shall be made on the most advantageous bid, on a quality versus price basis, taking into consideration the responsibility of the bidder, materials of items deemed to be best adapted to the uses of columbia county, delivery timeframes and ordering procedures/methods submitted by respondents.

Contractor warrants goods are new, unused, and free from defects. contractor warrants that all goods. . . shall be new, unused, current production models. . . and shall be free from defects in materials, design and manufacture for the duration of this contract.

Award based on lowest responsive bid. odoc may award one or more contracts based on the lowest responsive bids by responsible bidder per line item.

Bidders must be responsible and responsive. odoc reserves the right to investigate and evaluate. . . a bidders responsibility to perform the contract.

Samples may be requested after bid closing. odoc reserves the right to request samples after bid closing from one or more bidders during the evaluation process.

Bids not in substantial compliance may be rejected. odoc will not consider incomplete bids not in substantial compliance with itb requirements.

The state reserves the right to reject any and all vendors who cannot make delivery on or before Thursday, November 5, 2026. Delivery is of the essence.

Payment is to be made within 30 days after receipt of properly executed invoice or delivery, whichever is later.

The manufacturers standard warranty will apply unless otherwise specifed in the solicitation.

It is the intent of the state to award the contracts on an individual basis to the lowest responsive, responsible bidders meeting the specifications.

All vendors must be registered in the lagov system in order to submit an online bid, have their bids tabulated by our office, and to receive automatic email notifications of bid opportunities.

Failure to deliver within the time specified or to provide the services as specified in the bid will constitute a default and may cause cancellation of the contract.

Bids submitted in the following manner will not be accepted: a. bid submitted on paper contains no signature indicating intent to be bound b. bid filled out in pencil and c. bid not submitted on the states standard forms.
