The Texas Office of Court Administration (OCA), on behalf of the Judicial Branch Certification Commission (JBCC), is seeking proposals for the development and/or update of examinations for professions serving the courts. Services include psychometric evaluation, technical guidance, item review, and exam administration. Proposals are due August 12, 2026. Evaluation will be based on experience (60%) and cost (40%).
The contract services are expected to begin on September 1, 2026, or soon thereafter and end in 2027. The service period may be extended by one additional period via a written purchase order change notice.
OCA will pay the contractor 30 days after the later of the date performance and acceptance of services are complete, or the date OCA receives a correct invoice from the contractor. Invoices must be submitted within 30 days after contractor provision and OCA acceptance of services.
Proposals will be evaluated and awarded on the basis of the best value for the state, with experience in providing the listed services accounting for 60% and cost accounting for 40%.
Respondents must provide detailed experience and qualifications for the services, including a description of prior work or references. The proposal must also outline specific activities, associated costs, necessary resources, and the vendor's capability to deliver the services.
If contractor is in default, OCA may cancel the contract without notice and resolicit or award to the next best respondent. The defaulting contractor may not be considered in future solicitations for the same type of work. In the event of abandonment or default, contractor shall pay damages to OCA, including reprocurement costs and consequential damages.
Failure to adhere to inquiry restrictions, late submittals, or submitting proposals without an executed proposal signed by an authorized person may result in disqualification.
