Offerors responding to this rfq must have experience in this field for a minimum of 3 years.

All questions and requests for clarification regarding this rfq must be submitted in writing by email, to the authorized representative and must be received no later than August 6, 2026, 12:00 pm pt.

The state may reject all offers or cancel this rfq at any time.

The initial term of the contract is for completing this scope of work by June 30, 2027.

Offerors must demonstrate substantial and relevant professional experience providing statewide program administration, systems coordination, and technical assistance within complex, multistakeholder environments.

The total contract value shall not exceed 249,999.

Proposals will be evaluated based on experience and capabilities, key persons, organizational profile, organizational chart and subcontractors, scope of services, budget/price proposal, references, and project samples.

Proposers must demonstrate a minimum of five years of experience providing similar technical assistance services and have at least one system successfully implemented in the past three years of similar scope and size. Key persons must have specific experience and qualifications.

Proposer shall submit project samples for two projects within the last 5 years that are similar to the scope of this RFP, or a detailed description of two cases where they supported a Head Start or other early learning program with training and technical assistance.

DELC may reject a proposal if the proposer fails to substantially comply with RFP procedures, has delinquent debt owed to the state, fails to meet responsibility requirements, makes inappropriate contact with state representatives, or attempts to inappropriately influence the evaluation committee.
