The Executive Office of Economic Development (EOED) in Massachusetts is seeking a cloud-based, commercial-off-the-shelf (COTS) grants management system. The system will support the full lifecycle of grants for initiatives like the One Stop and Business Front Door, as well as other EOED programs. Key requirements include configurable portals, application management, review and approval workflows, grant award management, CRM capabilities, robust data analytics, and seamless integration with existing systems. The contract duration is expected to be one year and four months initially, with four one-year renewal options, totaling a maximum duration until June 30th, 2031. Bids are due August 21st, 2026.
The project is expected to have a substantial completion by February 18, 2027, and a public launch by December 2, 2027.
Bills must be payable in accordance with CTR's bill payment policy. Prompt payment discounts and/or net terms are required.
Proposals will be evaluated based on alignment with business and functional requirements, solution architecture, implementation approach, organizational experience, and cost.
Bidders must be qualified to provide and implement a commercial-off-the-shelf (COTS), cloud-based grants management system.
Infractions may result in corrective action plans, termination, suspension, adding additional contractors, or cover/replacement costs.
Misrepresentation of SBPP status will result in disqualification. Failure to meet submission requirements will also lead to non-responsiveness.
