Columbia County is seeking proposals for engineering and related services for wooden culvert evaluation and design. Services include project management, structural assessment, hydraulics, and engineering design for up to ten culverts, with design for up to three. Proposals are due July 7, 2026. The estimated cost for professional services is $250,000. Funding is provided by a FEMA grant. The contract is anticipated to start in August 2026 and last approximately 18 months.
Proposals are due no later than 2:00 p. m. , July 07, 2026.
Payment will be made for completion of, or acceptable monthly progress on, tasks and deliverables in conformance with contract requirements and all applicable standards. The method of compensation may include cost plus fixed-fee, fixed price for all services, fixed price per deliverable, or price per unit.
Proposals will be evaluated based on qualifications-based selection and pricing information. The final score will be a combination of the qualifications-based score and the pricing evaluation score.
Proposers must be registered professional engineers and/or land surveyors in Oregon. The proposal must demonstrate qualifications, capabilities, and experience relevant to culvert inspection and design.
The county will not conduct a preproposal conference for this RFP.
Protests of the RFP provisions must be received by the SPC no later than seven days before closing. Award protests must be filed within five calendar days after the date of the notice of intent to award.
Proposals not in substantial conformance with requirements, including pass/fail items, may be rejected. Failure to complete and deliver missing or incomplete required items within two business days of request will result in proposal rejection.
