Bids are due on August 6, 2026, at 10:30 AM. Bids received after this time will be returned unopened.

Progress payments will be made no more than once every thirty 30 calendar days, not exceeding ninety-five percent 95 of the total contract at the time of completion. Final payment will be processed sixty 60 days after the notice of completion. Progress payments shall be made no more than once every thirty 30 calendar days, nor shall the amount paid be in excess of ninetyfive percent 95 of the total contract at the time of completion.

The contract will be awarded to the lowest responsible bidder. The district shall award the contract for the project to the lowest responsible bidder as determined from the base bid by the district.

Bidders must be licensed contractors pursuant to the California Class A contractors license. They must also list at least three projects of similar size and scope completed over the last five years. each bidder shall be a licensed contractor pursuant to the business and professions code and shall be licensed in the following classification of contractors license, for the work bid upon, and must maintain the license throughout the duration of the contract: california class a contractors license.

Liquidated damages of $1,800 per calendar day will be assessed if the work is not completed within the specified timeframe. in case all the work called for under the contract is not finished or completed within the number of calendar days as set forth in the bid proposal, the contractor shall forfeit to the instructions for bidders for district projects ib 10 district a specified sum of money, to be deducted from any payments due to the contractor. the sum of money shall be 1, 800 per calendar day more than the contract time as liquidated damages per section 8. 5 of the general conditions.

An optional pre-bid meeting will be held on June 24, 2026, at 10:30 AM at the project site. an optional prebid meeting will start at 10: 30 am on **** at the project site located at **** glen helen rd, san bernardino, california.

Bid protests must be submitted in writing by 4:00 PM on the fifth business day following the bid opening. the bid protest is submitted to and received by the department of public works special districts, 222 hospitality lane, second floor, san bernardino, ca, **** **** before 4: 00p. m. of the fifth business day following the bid opening.

Failure to register with the ePro system prior to the bid submission deadline will result in disqualification. all bidders must register with the epro system prior to the date and time to receive sealed bids or they will be disqualified.

Proposals must be received by June 30, 2026, at 5:00 PM. Construction must be completed by October 1, 2028.

Proposals will be evaluated based on qualifications and experience (45%), technical review (45%), and references (10%).

Proposers must be qualified and licensed professional engineers in California. The project manager/engineer must have a minimum of ten years of experience in similar projects after obtaining registration.

A mandatory proposal conference will be held via Teams on June 2, 2026, at 2:00 PM.

Protests must be submitted in writing within ten calendar days of the Notice of Intent to Award.

Failure to register with the ePro system, failure to attend the mandatory proposal conference, late or incomplete proposals, or failure to comply with submission requirements may result in disqualification.
