The award will be based on the proposal that best meets the needs of the county, seeking the optimal combination of quality, price, and various qualitative elements. The evaluation categories are Qualifications and Experience (25%), Technical Review (35%), Price (30%), and References (10%).
Proposers must be qualified firms with experience in emergency management exercise planning, development, execution, and afteraction report/improvement plans (AARIP). Key personnel should have preferred experience including HSEEP Master Exercise Practitioner certification, emergency management credentials, and familiarity with incident command systems.
Protests must be submitted in writing within ten (10) calendar days of the issuance date of the Notice of Intent to Award (NOIA).
Proposers may be disqualified for late or incomplete proposals, failure to register with the ePRO system, failure to provide required information, or making a false certification regarding the Iran Contracting Act.
