The State of Oregon (ODA) seeks a contractor to provide specialized Microsoft Dynamics 365 expertise for the OneODA core CRM licensing solution implementation. The target production go-live date is May 15, 2027. Services include design, configuration, development, data migration, testing, and knowledge transfer to ODA staff. Proposals must address technical requirements, project schedule, and pricing. A voluntary preproposal conference is scheduled for September 9, 2026.

The evaluation is based on scores for relevant experience and proposed team (600 points), understanding and proposed approach (700 points), project schedule and delivery plan (400 points), and price proposal (300 points). The proposals will be scored as follows for round 1.
