The successful bidders must accept full payment by direct electronic deposit to a bank account and/or procurement credit card at the states option, without imposing any additional fees, costs or conditions.
The contract will be awarded to the bidders whose proposal is the most advantageous to the state of delaware, taking into consideration the evaluation factors set forth in the rfp.
Proposals must include the educational level, related experience and minimum qualifications for each staff position designated for the program.
Any contractor failing to comply shall be guilty of a class a misdemeanor and punished accordingly. The contractor shall also be subject to a civil penalty of not less than 1, 000 not more than 5, 000 for each violation.
Any individual, business, organization, corporation, consortium, partnership, joint venture, or any other entity including subcontractors currently debarred or suspended is ineligible to bid.
