Incineration Services Government Bids & RFPs

Proposals will be evaluated using: technical merit: detailed assessment of the proposed technical approach cost price: reasonableness of the proposed cost pricing structure

Initially, a determination will be made if each offeror is technically qualified, has a comprehensive understanding to provide the innovative service, and if the effort is of further interest to the government based on the information stated in the white paper.

The contract duration will be from January 1, 2027 through December 31, 2029, subject to the provisions contained in section v.

Payment will be made within 30 days of receipt of the submission of a completed invoice for services for the period billed in writing and authorized by the dpw director or designee.

The intent is to award the contract to the most responsive and responsible bid proposal that in combination with the towns opinion of the cost of transportation to the receiving disposal facility meets all necessary requirements stated in this document and provides the town with the lowest costs over time.

The successful provider shall provide a federally andor state licensed landfill, transfer station or incinerator facility having sufficient labor, materials, equipment, and permitted capacity to receive and dispose of municipal solid waste from the town.

In the event that the provider refuses delivery of municipal solid waste that meets the definition of refuse at the providers disposal facility, the provider shall pay the town as liquidated damages the additional disposal fee paid by the town at an alternate disposal facility plus the additional transport cost to and from the alternate disposal facility on the basis of 8. 00 per mile.

A prospective bidder may be disqualified and their bid proposal rejected for any of the following reasons: 1 failure to supply complete information as requested by this invitation to bid, 2 the lack of experience of the prospective bidder, or 3 evidence of collusion among other bidders.
