Tompkins County is seeking qualified agencies to provide new vocational services under the ACE program (Program Code ****) for individuals 18+ with serious mental illness experiencing employment barriers. Preference is given to agencies with local knowledge and experience serving justice-involved and unhoused individuals. The contract term is December 1, 2026, through November 30, 2027, with options for two one-year extensions. Proposals must be submitted by October 6, 2026, before 2 pm. Quarterly and annual performance data must be submitted to Tompkins County Whole Health.

Proposals will be evaluated based on applicants written responses to the evaluative sections described above and according to the selection criteria detailed in the subsequent section.
Proposers must currently be providing services to adults with severe mental illness with the demonstrated knowledge and resources including this funding to provide vocational supports to the target population.

A proposal may be excluded from funding consideration for any of the following reasons: goals or outcomes that are not in accordance with the objectives of this program.
