Lot 2: There shall not be a percentage charge for laboratory services provided by the contractor due to KRS **** ( Cost Plus Contract Prohibited) and Federal Acquisition Regulations. Laboratory services shall be provided by the contract vendors at cost to the facility ( upon receipt of invoices from the laboratory services. ) The Contractor shall provide laboratory testing services necessary to monitor, evaluate, and document the performance and compliance of Bluegrass Station Water Operations. Responsibilities will include: tMonthly MOR testing tMonthly DMR testing tAnnual water quality report provided by KAW tAS NEEDED: Bacteriological water testing Responsibilities may include: tCollecting water, wastewater, sludge, and other required samples. tPerforming required chemical, biological, physical, and regulatory testing. tTesting for parameters required by applicable permits, regulatory agencies, and Water Operations requirements. tProviding properly certified laboratory analysis and test results. tMaintaining chain- of- custody documentation where required. tCoordinating sample delivery with an appropriately certified laboratory. tProviding laboratory reports to Bluegrass Station Water Operations. tPromptly notifying Bluegrass Station of test results that indicate a potential regulatory violation, operational problem, or condition requiring immediate attention. tProviding supporting laboratory invoices with reimbursement requests. tSub- contracting is authorized Laboratory services shall be performed by laboratories holding all certifications required for the applicable testing. Lot 3: Per load pricing. The Contractor shall provide transportation and lawful disposal of residual materials generated through Bluegrass Station Water Operations. Responsibilities may include: tRemoval of sludge, residuals, screenings, grit, wastewater treatment residuals, and other authorized materials. tLoading residuals using appropriate equipment. tTransportation using properly permitted and maintained vehicles. tDisposal or beneficial reuse at an approved facility. tProviding manifests, weight tickets, disposal receipts, or other documentation required by Bluegrass Station. tMaintaining compliance with applicable environmental and transportation regulations. tProviding emergency residual removal when authorized. tPreventing spills, releases, and contamination during loading, transportation, and disposal. tSub- contracting is authorized Each load shall be documented and invoiced in accordance with the Delivery Order.
Lot 4: Hourly rate. The Contractor shall provide skilled labor necessary to diagnose, repair, restore, and maintain Water Operations equipment and infrastructure. Responsibilities may include: tTroubleshooting operational problems. tRepairing water and wastewater treatment equipment. tRepairing pumps, valves, piping, tanks, controls, and related equipment. tCorrecting mechanical and operational deficiencies. tRepairing or replacing equipment components when authorized. tPerforming preventive or corrective maintenance as directed. tResponding to equipment failures. tAssisting Water Operations personnel with troubleshooting and system restoration. tProviding labor is necessary to return equipment to safe and reliable operation. tDocumenting work performed and identifying recommended follow- up repairs. tSub- contracting is authorized Labor shall be billed at the applicable contract hourly rate.
Lot 5: Hourly rate. The Contractor shall provide qualified electrical personnel to inspect, troubleshoot, maintain, repair, modify, and install electrical systems supporting Water Operations. Responsibilities may include: tTroubleshooting electrical equipment and circuits. tRepairing electrical distribution equipment. tElectrical repairs associated with pumps, motors, blowers, controls, and treatment equipment. tRepairing or replacing wiring, conduit, disconnects, breakers, panels, and related components. tInstalling electrical equipment and components. tTesting electrical systems. tSupporting generator and emergency power systems. tPerforming electrical work associated with treatment plant improvements. tMaintaining electrical systems in accordance with applicable codes and safety requirements. tProviding emergency electrical response when authorized. tSub- contracting is authorized All electrical work shall be performed by appropriately qualified personnel and in accordance with applicable electrical codes, OSHA requirements, and Commonwealth requirements.
Lot 6: Hourly rate. The Contractor shall provide qualified instrumentation and controls personnel to maintain and troubleshoot the control systems supporting Water Operations. Responsibilities may include: tTroubleshooting instrumentation and control system failures. tCalibrating sensors, meters, transmitters, and related instruments. tTesting and repairing control devices. tTroubleshooting Programmable Logic Controllers ( PLCs). tTroubleshooting Human- Machine Interfaces ( HMIs). tSupporting Supervisory Control and Data Acquisition ( SCADA) systems. tTroubleshooting communication between field devices and control systems. tRepairing or replacing instrumentation and control components. tModifying control logic when specifically authorized. tSupporting automated water and wastewater treatment processes. tDocumenting calibration, testing, repairs, and system modifications. tAssisting Water Operations personnel with system optimization and troubleshooting. tSub- contracting is authorized Any modification to PLC programming, SCADA systems, or control logic shall require authorization from Bluegrass Station prior to implementation.
Lot 7: Hourly rate. The Contractor shall provide emergency labor to respond to urgent or critical Water Operations failures that could result in loss of service, environmental impact, equipment damage, regulatory non- compliance, or unsafe conditions. Emergency services may include: tWater treatment system failures. tWastewater treatment system failures. tPump failures. tElectrical failures. tControl system failures. tMajor leaks or system failures. tLoss of electrical power. tGenerator or emergency power failures. tCritical instrumentation failures. tFlooding or other facility emergencies. tStorm- related damage. tEnvironmental or regulatory emergencies. tOther conditions designated as an emergency by Bluegrass Station. The Contractor shall: tProvide an emergency contact available 24 hours per day, 365 days per year. tRespond within the timeframe established by the applicable Delivery Order or emergency call. tProvide qualified personnel and appropriate equipment. tTake immediate action to stabilize the system and protect personnel, equipment, and the environment. tCoordinate emergency activities with Bluegrass Station Water Operations personnel. tProvide a written summary of emergency work performed upon request. Emergency labor shall be billed at the established emergency hourly rate.
Lot 8: Per meter. The Contractor shall test water meters ranging from 5/8- inch through 1- inch in accordance with applicable standards and Bluegrass Station requirements. Responsibilities may include: tRemoving and/or isolating the meter as necessary. tInspecting the meter for visible damage or defects. tTesting meter accuracy. tIdentifying meters operating outside acceptable tolerances. tDocumenting meter readings and test results. tIdentifying meters requiring repair or replacement. tReinstalling tested meters when included in the Delivery Order. tProviding a written test report. tSub- contracting is authorized Each meter shall be individually identified and the test results documented.
Lot 9: Per meter. The Contractor shall test 2- inch water meters serving Bluegrass Station facilities. Responsibilities may include: tInspecting the meter and associated connections. tTesting meter accuracy. tIdentifying excessive wear, damage, or malfunction. tDocumenting beginning and ending readings. tRecording test results and accuracy. tIdentifying meters requiring repair, calibration, or replacement. tReinstalling the meter when authorized. tProviding documentation of testing performed. tSub- contracting is authorized Each meter shall be individually identified and documented.
Lot 10: Per meter. The Contractor shall test 3- inch water meters serving Bluegrass Station facilities. Responsibilities may include: tInspecting the meter and associated components. tTesting meter accuracy. tIdentifying damage, wear, or malfunction. tDocumenting meter readings. tRecording test results and accuracy. tIdentifying meters requiring repair, calibration, or replacement. tReinstalling the meter when authorized. tProviding a written test report. tSub- contracting is authorized Each meter shall be individually identified and documented.
Lot 11: There shall not be a percentage charge for parts provided by the repair technician for as needed repairs due to KRS **** ( Cost Plus Contract Prohibited) and Federal Acquisition Regulations. Repair parts shall be provided by the contract vendors at cost to the facility ( upon receipt of invoices from the manufacturer. ) The Contractor shall provide materials, replacement parts, components, and consumables necessary to complete authorized work under this Master Agreement. Materials may include: tPumps and pump components. tMotors. tValves and valve components. tPiping and fittings. tElectrical components. tControl components. tInstrumentation. tSensors and transmitters. tPLC and SCADA components. tWater meter components. tTreatment equipment components. tFilters and treatment consumables. tGaskets, seals, fasteners, and related hardware. tOther materials are specifically authorized by Bluegrass Station. Materials shall be: tNew and suitable for the intended application unless otherwise approved. tCompatible with existing Water Operations equipment. tPurchased from reputable suppliers. tBilled at the Contractor' s actual documented acquisition cost. tSupported by original supplier invoices or receipts.
