Workforce Solutions North Texas (WSNT) is seeking proposals for the management and operation of its Child Care Services (CCS) office. The selected entity will be responsible for child care placement, provider support, and mentorship. Key dates include a proposal due date of June 30, 2026. The estimated total contract value for the first year is $10,500,000. The procurement method is competitive negotiation. WSNT reserves the right to accept or reject any or all proposals and to negotiate final contract terms. Proposers must demonstrate technical competence, integrity, and compliance with all applicable laws and regulations. The contract term is one year with potential for four annual renewals. The selected proposer will be responsible for IT compliance, transition planning, and ensuring equal opportunity and nondiscrimination. Budgets must be necessary, reasonable, allowable, and allocable, with administrative and indirect costs not exceeding 10%. WSNT covers facility costs, equipment, and IT services. Proposers must disclose any outstanding monitoring, audit, or legal concerns. A debriefing and appeals process is outlined, with the option to appeal to the Texas Workforce Commission if unresolved.
Proposals are due by June 30, 2026, at 4:00 p. m. CST. Late proposals will not be considered.
Proposals will be evaluated based on organizational capacity and capability (60 points), workforce center services (100 points), demonstrated experience effectiveness (55 points), financial management (35 points), and cost analysis (50 points). An interview will also be conducted for up to 100 points.
Eligible proposers include individuals, private or public entities, for-profit, nonprofit, and community-based organizations. Entities that are debarred, suspended, or have outstanding financial obligations to the state are ineligible.
Proposers not selected may request a debriefing within 10 working days of notification. A written notice of appeal must be submitted within 15 working days of the debriefing.
Proposals may be disqualified for late submission, incomplete information, failure to adhere to RFP guidelines, prohibited communication, or misrepresentation of ability to perform.
