The City of Conway is soliciting proposals for portable restroom rental, servicing, and removal services for seasonal activities. Proposals are due by July 28, 2026, 2:00 PM local time, submitted electronically via bidnetdirect. com. Services include delivery, placement, servicing (restocking with hand sanitizer and toilet paper, cleaning, repairs), and removal of standard, ADA-accessible units, and handwashing stations. Optional premium/VIP restroom trailers are also requested. Vendors must be licensed to do business in South Carolina and provide proof of insurance. Evaluation criteria include experience, technical approach, staffing, references, and cost. Protests must be submitted in writing within 14 days of bid acceptance.
Delivery and placement of portable restroom units must be completed by September 21, 2026. Removal of all units must be no later than November 2, 2026, unless otherwise directed by the city.
The award will be based on evaluation criteria including relevant experience and qualifications (30 points), technical approach and methodology (25 points), staffing and emergency response capability (20 points), references and past performance (10 points), and cost proposal (15 points).
Proposers shall demonstrate experience providing portable restroom services for public events, ability to provide sufficient inventory and staffing, appropriate business licensing and permits, and references from at least three municipal, governmental, or large-event clients. Compliance with all applicable federal, state, and local regulations is required.
Any actual prospective bidder, proposer, respondent, or contractor who is aggrieved may protest in writing no later than fourteen (14) days after the acceptance of the bid.
Respondents that fail to comply with licensing requirements may subject their statement of qualifications to being rejected as nonresponsive. Failure of a successful respondent to accept contractual obligations may result in a non-award.
