Selection is based on qualifications, not price. Evaluation criteria include experience (25%), key personnel (20%), technical approach (20%), capacity (15%), past performance (10%), DBE participation (5%), and familiarity with Navajo Nation conditions (5%). The nation will evaluate, rank, and select firms based on qualifications.
Firms must be legally organized, maintain professional registrations, demonstrate experience with FAA airport development requirements, maintain professional liability insurance, and be eligible for contract award. The selected firm shall: be legally organized and authorized to conduct business and provide professional engineering and related services in the applicable jurisdictions.
